I have videos in my iCloud Drive, which I access from the Files app on my iOS devices, and would like to play them on the Apple TV. Does the Apple TV have any way, other than the videos in the Photos app, to play video from Apple devices on the Apple TV?

The loss in quality is minimal, if any. Depends on how you use AirPlay.
See if you can find a file manager app in the TV app store that can access your iCloud Drive. Also, see if the VLC app can access iCloud Drive.
