My iPhone says I have only used 1.2 KB of 5 GB of iCloud storage. When I try to back up my phone, I get a message that says I do not have enough storage to back up my phone. What am I doing wrong??

You may have more content to back up than what is available
Check your device storage as well.
If it's full, it doesn't have space to move things around in your device nor upload
