my iPhone6 downloads new version of ios automatically without any message. I have turned all automatic download options off from (setting - iTunes & App store - Automatic download) But it does not help. how can I change the setting so that ask me before downloading?

This setting cannot be changed or adjusted. It will always download an iOS software update when available. You're free not to install it or delete it from settings, general, iPhone storage (or storage and iCloud usage if you're not on iOS 11). However, it will at some point redownload once connected to WiFi.
I don't think there is a way to turn that off if your low on space I know it won't download.
