It says it is being activated. Maybe it has not finished setting up yet. Have you tried to force restart your phoone? What about plugging into your iTunes computer and syncing? Thanks for the screenshot.
Just because I asked for advice does not preclude me from thinking. By the way, as i suspected, syncing with itunes do not solve the problem. Please give sensible advice if you have any and not wasting my time.
Can you go to settings>wallet & Apple Pay>click on the Apple pay cash card and then send a screenshot of that screen? It should say add money and transfer to bank there.

I have restart the phone multiple time. Have not try syncing with itunes. Would that help?
possibly. it wont hurt.
But why would setting up apple pay cash bank account require a sync to itunes? Does not make sense!
Because that resets the software and potentially solves your issue. ***
