Unknown Error 0xE8000015 iPad Mini 4

iPad Mini 4 is in disabled mode. I can't connect to iTunes because I get a message saying "Could not connect to this iPad. An unknown error occurred (0xE8000015)". I've tried turning on and off many times. I've tried holding the Home key and the Sleep/Wake button. On the screen that shows "iPad is disabled. Connect to iTunes" there is no time or date or any of the top icons.

Is there anything I can do to fix to this that doesn't involve going to the store? TIA
