Keyboard and Trackpad disabled

I used PRAM and SMC settings to fix problem but it seems like a temporary solution because this issue keeps coming up. I completed all software updates, ran hardware tests, first aid tests, and antivirus tests. No problem appears. Once I fix the problem, my laptop works well. But, this issue keep coming up recently. The first time it appeared was 4 months ago and then the issue came up again last week and followed the same procedure to fix it. However, since then, the issue has come up numerous times and I keep fixing it. I'm wondering if there is a more permanent fix. I have MacBook pro retina that I got around 2 years ago running macOS High Sierra, version 10.13.2. I have a 3.1 Ghz Intel Core i7 processor with 16gb memory.
