Have you tried a simple hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
If you backup, which you should be doing pretty regularly anyways, you won’t lose your data before doing a complete erase and restore of your iPad.
Know one knows when Apple will solve this or any of the myriad of iOS 11 issues and bugs.
If you want to make Apple, DIRECTLY from Cupertino, California, aware of your iPad issues, the only way to get Apple to listen to you is to use their feedback portion of their website.
