how do i start a new apple id and delete my old one?

I have an existing apple id that i believe to be corrupt or someone is linked to it that should not be. My phone will not back up to icloud and never has from the day i got the new phone. it will not stay synced to things that it is synced to at that time like my apple watch, or a car bluetooth system etc. Data is being lost daily, contacts lost or altered. all kinds of weird stuff really. Can I wipe out an existing account and start over or is it better to make a new account and link all my devices to that new account and delete the old one entirely?
