mac book air with Mac High Sierra is not sending chronological text messages and not receiving notifications from text

I have a MacBook Air with High Sierra version 10.13.1

My computer is not sending text messages chronologically or receiving notifications. How do I fix this? I have tried command shift g and deleting content. I have tried creating a different account. I have tried it on safe mode. What else is there to do
