I lost my iCloud email on my mac but I have it on my phone. When I checked the settings on my phone I can only see how to delete a device, not how to add it. How to I get my icloud email back on my computer?

If you go to Mail/Preferences/Accounts, does your iCloud account show? If not can you add it back? If the account is there, try sending yourself a test e-mail to see if it works. If it works, forward the e-mail from the phone to the computer.
