I restarted my phone and most of my pictures are gone.

I restarted my phone (by pressing the home button and power button) and when it turned back on, all my photos were gone. After a couple minutes 946 of them came back, but the rest never did. I’ve tried a lot of options like resetting my phone again, icloud backups and nothing is working. How can I fix this?
