what if the original owner isnt available?

I have and I phone 7+ and an Ipod that are locked in the Activation screen. The original owners have not contacted me back when I tried to contact them to remove the devices from their iclouds. So is there a way to remove it without the original owner? I purchased the items off craigslist.
