Doesn't recognize Kindle Fire

I've installed Android File Transfer and I can see the photos. Switched Kindle Fire to MTP. When I drop photos into the Kindle Fire photo directory they simply don't transfer. The icons float back to my Mac.

iMac (21.5-inch, Late 2012), macOS High Sierra (10.13.2)
