I had a previous apple id, and thought I had merged it with my current one but now it says there is no such apple id and I have a bunch of material I bought from iTunes that I can't transfer to my phone as I can't authorize the account that the songs were bought from. How can I reactivate the old apple id

I don't know what you think you did when you say you had your previous ID merged with your current one but Apple IDs can't be merged. Purchases made under one Apple ID are permanently tied to that Apple ID. You'll need to delete the content purchased under the old Apple ID and repurchase/download it under the new one. Unless, of course, you can remember the information for the old Apple ID.
