Just installed DreamMapper app. It only displays in portrait and won’t rotate to landscape. Rotation lock is off in Control Center. This is the only app stuck in portrait. All other apps rotate 360° without problem.

Maybe the app is made only in portrait orientation. If it is, then you won't be able to rotate it!
Hi Rileylakesider. It looks like it's an iPhone app. That typically means portrait format only.
You could try contacting Philips about it. They have a support site link from the App's page in the App Store.
