Hi
I cannot seem to turn on wireless data for an app. It happens to certain apps only. I force rebooted, I deleted and reinstalled the app and I reset my network setting. No changes. Restrictions are off.
iPhone 8 with iOS 11.1.2
The app is Maps (but I have a few more)

Try updating to 11.2 and see if that helps.
