Iphone X hotspot connection problem!!

Unable to connect to Personal Hotspot on Iphone X? I see the Personal Hotspot option but any other device cannot connect. What is the problem of this most expensive C.phone in the world??

changed wife password, reset network setting, change Name of the phone....tried everything. but, not worked.
