Why Safari doesn’t save websites usernames and passwords in iCloud for using that names and passwords on the another Apple device?

For instance, let’s take an iPad and iPhone using the same Apple ID. Make sure that Keychain feature is turned on on both of your devices. Try to make a new registration on some website using your iPad. Save the password to iCloud when asked. So it works well on your iPad, but when you try to enter that website with your iPhone it doesn’t work at all.
