High Sierra extremely slow startup

4 minutes from internal drive (hdd), 13 minutes from cloned backup on external drive (cloned with Super Duper 3.1.1, the version that's supposed to be working with the APFS format).

Mac mini (Late 2014), macOS High Sierra (10.13.2), HDD drive

No. Unfortunately, unlike CoreStorage volumes there is no revert with APFS.

Your only option is to back up your system, boot from a High Sierra USB thumb drive, clone or Time Machine back up drive, launch High Sierra's Disk Utility, change the View to Show All Devices, Erase the APFS Container changing the format to Mac OS X Extended (Journaled), reinstall High Sierra and restore your user accounts/data.

It is important to note you must use High Sierra's Disk Utility to erase the APFS Container and reformat.
