I have been trying to delete apps on my iPad, but holding the app icon, after it begins to shake, the delete ”X” does not appear in the upper right corner.

In Settings, general, restrictions, is the option "deleting apps" turned off?
what app and how are the restrictions set on your device ? you can remove the ability to delete apps in there
Everything is turned on.
I’m trying to delete an app that’s no longer available in the stroe, but I can’t delete any apps. They all show the same effect, no “X” to delete the app when I hold on it and it starts to shake.
