I need to change my apple if country but credit holds me

My problem is I was in US when I first bought my phone but after shifting to India I am unable to change my country. When I tried it asks me to empty my account but to do that I need to spend 1usd which is my credit balance but when I tend to purchase 0.99 usd app it says INSUFFICIENT CREDIT

PLEASE HELP IN SOLVING THIS
