cannot log in to apple tv 4k

I just purchased an apple TV 4k and during setup it wont let me log in, it asks for the apple ID which I enter, then asks for the password and just loops right back to asking for the ID. I have used another Apple ID to test and it worked fine. I have tried the update and reset, changed my password, turned everything off and then on, no change. I setup this apple ID just for this Apple TV and joined the family with it. I don't have this problem on the older Apple TVs that we have, just the new 4k.
