The iPhone is telling me it will sync when my old PC is available. How do I change settings co that I can sync with my new PC. The old PC and new PC have different names.

You can do almost everything over your wifi with iCloud I haven't used my pc For 3 years for backup all done over wifi.
Go to iCloud make sure iCloud back up is on Then backup now over your wifi
When you charge an iphone /ipad it automatically backs up to iCloud Over your wifi.
If ever you need to restore iPhone when asked just use iCloud backup.
