Desktop Classification Banner

I would like to be able to have a classification banner that is displayed on the screen at the top. It should remain in front of all other windows. This is to alert anyone using the machine the classification level of the machine. The color and words should be able to be edited if needed. Does this capability exist for Mac's?

It should look something like this image from a RedHat machine but I need it for a Mac:
