How come when I delete a picture off of my iPhone that it doesn't automatically delete from my computer?

If you are using a Windows PC and iCloud for Windows, new photos taken on your phone are automatically downloaded from iCloud but other changes including deletions are not. If you are using the Photos app on a Mac with iCloud Photo Library, any change including deletions made on the phone should be synced to the Mac.

Good point, FoxFifth! .But on a Windows computer is no Photos Library, or is there? By mentioning the Photos Library I tried to imply a Mac.

You are correct -- and you are more accurate with the terminology than Apple sometimes is as in the following from Set up and use iCloud Photo Library on your Windows PC - Apple Support

Set up and use iCloud Photo Library on your Windows PC

Why should that happen? Are you syncing your iPhone and your computer with iCloud Photo Library?

Then deleting a photo from the iPhone should delete it from the synced Photos Library on your computer as well. But if you transfer the photos with My Photo Stream, the deletion from the library does not sync to my Photo stream.

It is with great trepidation that I would question anything photo related that you have posted, but that isn't correct if the computer in question is a Windows PC.

I am not quite sure what you mean

Sorry, not sure which post and what part of it you are referring to, but the following may clarify:

If you are using a MacBook Pro and have iCloud Photo Library turned on in both your iPhone and on the MacBook Pro, then yes, deletions made on the phone should also delete on the Mac. Have you opened Photos on your MacBook Pro and gone to Preferences there and checked that iCloud Photo Library is turned on?
