The Control Center icon showed up on my wife’s iPhone 6s, hovering over every screen/app/etc. Turned off the setting for Control Center, but it doesn’t go away – even after power off/on.

Reading into it, and asuming I am most likely wrong, but I was envisioning a ghosting of this over his home screen that will not go away.
Try a forced restart. To force restart your device, press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.
Tried that, no success. Perhaps a total reboot will help. Thanks, though.
What "control center icon" are you referring to? There is no icon for control center.
