Surely turning them off completely is something people do much more often than leaving them turned on but disconected.
The function has been changed to add a function that, despite what you may think, lots of people have requested: the ability to disconnect from a specific network without disconnecting WiFi entirely, something that's rarely necessary.

If you have battery problems, that's not the cause.
I often want to disconnect from my WiFi network because it's not very fast. However, I do use it sometimes so, I don't want to delete the network every time I want to disconnect from it. I don't want to turn WiFi off because it decreases location services accuracy and, if I forget to turn it on when I get home, I won't be able to use any of the Home functions and worse, if I forget to turn it back on and go to sleep, my phone won't complete it's automatic iCloud back up overnight.
