I burned some DVD R DL for a friend for a Christmas present. The DVDs worked in my PS4, however their DVD player is saying can not read disc. Is this a final cut pro X issue or their DVD player?

Maybe they have an older dvd player or a problem with its laser and it has trouble with dual layer discs.
As far as the logic content od a dvd goes, there is nothing that would make a difference. You might try it in several different players and most likely it would work. Nothing to do with FCP X, as far as I can tell.
AVCHD format is a completely different thing.
It is basically a "small BluRay" burned onto a DVD disc.
As such, your experience is exactly what would be expected.
Though the physical disc is a DVD, the contents are not in a format that a standard DVD player can understand
A PS4, on the other hand, understands and can play BluRay discs, and also these AVCHD discs.
From this I gather that you did NOT use the DVD share destination in FCP X.
That’s just it. I did use the share dvd and burnt it right from FCP X, onto a dvd+R DL.
Their player says it supports those disc too, and it plays other dvds just fine. So kind of at a loss as to what to do for it. Don’t really want to buy a program to burn 4 discs.

I personally never managed to share a DVD or a Blu-ray properly out of FCPX. It always fails for some reason (no sound, gets stick at 66% and so on...) Even when building a disk image it worked for me 2 times out of 10!

It does say it can’t play back AVCHD format. I can’t seem to find anywhere that states what Final Cut Pro burns format wise.
DVD is only one format, always. It's muxed MPEG-2.
Then it could be that their player has trouble with the dual layer disc.
Does the result fit into a single layer DVD? Try that.
If not, then export in two parts, to two single layer discs.
