Rearrange images as an outline?

Using split view, I’m dragging a number of small images from Safari into a pages document. As with any outline, where you can drag topics up and down and the existing topics flow to a new position, I would like to be able to drag the images up-and-down and have the existing images rearrange to make room for them.

This is working with my dragged images to a point. On the first page, images are flowing to make way for each other, but once page 1 is filled up, I can’t drag images from page 2 onto page 1 (when I try to drag, a ghost image appears to follow my finger but nothing happens).

Is there a way to convert or place images into an outline so they may be rearranged across pages like any outline topic?
