Time Zone Changes When iPhone Resarts

I want to keep the time shown on my iPhone to the time zone where I live.

Whenever my iPhone 6 (Software Version iOS 11.2) starts or restarts, it changes to the time zone that I am in.

I do a lot of traveling, and want to keep my iPhone set to my home time zone.

Settings > General > Date&Time

I turn OFF "Set Automatically"

I have it set to my home time zone

Whenever the phone starts or restarts, the time shown is for the time zone that I am in, not the time for my home.

Going back to:

Settings > General > Date&Time

"Set Automatically" is always turned back on

"Time Zone" always shows the time zone where I am, not where I live.

Do you know how to fix this?
