Why do downloaded songs still use data?

I am on a pay-as-you-go plan on Android. I specifically download on Wifi so that when I am on data I can play music without burning through my data. However, the other night I was listening to my downloaded content (from "Showing only music on this device") and racked up close to 100 MB from both background and foreground. What is the reason for this? What should I change in my settings? I notice also that when playing such downloaded songs, some songs take time to load.

If you purchase music on your computer via iTunes or through another device regularly, your iPhone or iPad may be downloading it over cellular w/o your knowledge. It's great for having offline albums on demand much less so for your data plan. To disable this, do the following: Open up your settings.
