I have noticed since installing High Sierra, and even since the recent upgrade, that links to web browsers in Emails only take me to the browser's home page, not to the actual URL in the link.

Try it in safe mode

Also try creating a test user and test it there. If it still happens in safe mode and a test user, then you need to reinstall macOS.
Safe mode made no difference. So I downloaded 10.13.2 again. It downloaded very quickly, unlike the initial time which took ages. Now, when I try the link from an Email the Email message goes black and the link window shows up in white. When I click the link I get a blank coloured screen in the browser window, but no text. It seems now that Chrome is not behaving properly and I need to use Safari to get the browser to work properly.
I downloaded 10.13.2 again, this time from the Apple Store App and now everything appears to be working fine. Thanks for your help
