My iPhone 6s has send instead of blue arrow

On my iPhone 6s when trying to send effects with iMessage it has a blue "send" button instead of a blue "arrow" button. I have all my settings set correct to send iMessage with effects but still can't because it has "send" instead of "arrow" how do I fix it?
