Hi. If it's activation-locked, you need to use the original owner's Apple ID to unlock it.
If you are the original owner, and you have the purchase receipt, take it to an Apple store and request assistance.
If you are trying to activate an iPad or iPhone and it is asking for a previous owners Apple ID and password, you have encountered the Activation Lock. This is a security feature that prevents thieves from setting up and using a stolen or lost iPad or iPhone. You have no alternative. You must contact the previous owner to get permission to use the device. If you cannot contact the previous owner return the device to where you bought it and get a refund. You will never be able to activate the device and no one can help you do it.
If these devices were given to you, then you should have had to set them up. If that is the case, then you would have had to create an Apple ID to do it. If they were already setup for you, then the company/person that provided them to you would have had to set them up with an Apple ID. I would check with them if they were the ones that set them up.
Don't have Apple ID for pad. Can't get it. Don't have receipt. Can't get it. Now what?
Return it to the seller. It is of no use to you.

That's what happens when you purchase a device from somewhere other than Apple or an Authorized Apple Reseller.
Didn't purchase the devices. Several were given as bonuses after purchasing a new program for our business computer. Ok. I'll have to search further.
