My new iphoneX is voicing over everything I type. I have tried everything to turn it off without success it is annoying

If all the settings under Accessibility-Speech are what you want, try doing a forced restart for your device and see if that helps.

Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then, press and hold the Side button until you see the Apple logo.

If not, then Settings-General-Reset and reset all settings.

Hi ioptimize. What you are hearing is Speech, not VoiceOver. Check Settings > General > Accessibility > Speech > Typing Feedback.
