iPhone lag and false information

So I’ve noticed with my iPhone 5S my touch screen has started to lag with up to 2 seconds between the swipe/touch and software response. What really gets me thou is I turn off wifi and cell data most nights to conserve battery, but for some reason cell data keeps itself on until I open settings and swipe it off again. Any help is appreciated?
