Deceased User

A friend of mine recently passed and his parents are pretty frantic to get his iPhone unlocked. Has anybody had any experience with unlocking a deceased user’s iPhone? They tried so many times that it’s blocked now.

I currently live in Ukraine but Apple support doesn’t reach here. His phone is from an American carrier.
