However, this could also happen in Numbers so I will answer you here as well...
its the quotation marks. I replaced them by hand and it worked fine. Not sure why your keyboard is typing the other quotation mark, but my Apple Keyboard types the proper one when Shitf-' is typed.
Notice the difference below.
Yours:
=IF(E2<=17,”A”,IF(E2<=22,”B”,IF(E2<=27.1,”C”,”D”)))
Mine:
=IF(E2<=17,"A",IF(E2<=22,"B",IF(E2<=27.1,"C","D")))
