preloading updates

Hello I found a device while scavenging for food and water after the storm hit my island and it seemed to not be working, I mostly stick to android because I can replace or build a custom phone. but anyway I moved and I need a new service provider, I'm broke so I took it upon myself to update and restore this phone the battery is extremely depleted and it wont charge unless updated and my internet connection is tedious at best and I find myself wondering if there is any way to pre-load the updates using the devices s/n? so that way when I obtain that charge window I can run the update and restore the mobile device.
