Somehow I didn't save old voicemails of sentimental value and recently switched carriers (T-Mob to VZON). Is there anyway to access them within iTunes or in Cloud? I did always back up. I read something about extractor software but from old web links. Is this still a thing? Do they work? THANK YOU for any help!

As you surmised, the voicemail you are describing is a carrier function and I don't believe it is part of an iTunes or iCloud backup. Sorry.
