Internet Site Keeps Reappearing in Tabs

An Internet site (a major online newspaper) I viewed and closed over a month ago keeps reappearing in my tabs. It's won't go away. No matter how many times I close it, it comes back. I've cleared website history and cookies. I've reset the ipad. I have an ad blocker as well. How do I get rid of it?
