There is an app no longer available in app store however my husband has the app on his iPad how can I send a copy to my iPad?

Unless you are using an older version of iTunes and have been keeping your purchases downloaded there you won’t be able to install that app ever again. If it is not in the App Store any longer, there is no installer available. The iPad you have with it only has the installed App, not its installer package.
Do you use iTunes and if yes, what version of iTunes are you using?
