"missing" tracks on downloaded album

Just downloaded an album from apple music to iPhone 8. however 2 of the tracks are "greyed out" . when i click on them it says "item not available. this item cannot be played" yet at the top of the screen it says the album is downloaded. this is a completely new album and i am certain that neither of these tracks has already been downloaded. does anyone know how to fix this?
