Family Sharing/iCloud Storage Issues

I’m having trouble adding my son (16) to my family sharing plan. His phone keeps saying “this function cannot be completed at this time”. I’m able to add my other family members with no problem. The invitation goes through and his phone shows up on mine. But he can’t accept the invitation. He’s out of storage (as most teenagers) and is also unable to backup his phone. ??? Any suggestions?
