Some apps won’t download

IPhone 7 some apps won’t download. Have been on phone w support 2X all calls end w them telling me to do a iOS upgrade. Which I do and the problem remains. It seems random w the apps nothing to do w developer nor size. Feel like screaming w the amount of time wasted.
