Is my iCloud email password the same as my iCloud account password?

It would be if you are using a browser to log in to www.icloud.com to view your email but if you are using a non-Apple email application to access your mail then you need to use an app-specific password rather than your usual Apple ID password. To do that you must have two-factor authentication (or two-step verification) turned on for your Apple ID. See: Using app-specific passwords - Apple Support
