The favorites and tab bars at the top of Safari are very small and the fonts are faint against their gray backgrounds. Is there a way to enlarge the bars and/or to use a bolder font for legibility?

There doesn't appear ro be a way to do that.
Send Apple feedback. They won't answer, but at least will know there is a problem or a suggestion for change. If enough people send feedback, it may get the problem/suggested change solved sooner.
You cannot readily switch the font, but System Preferences - Accessibility - Display - Increase Contrast does make them slightly easier to see… perhaps at the expense of altering some images undesirably & making some subtle changes in page layout color invisible.
Thanks for the suggestion, I had never looked at "accessibility" previously. So I learned something. As you suggest, changing the contrast does have its cost in terms of overpowering any grayscale subtleties and demarcation lines. So, my quest continues.
I've been using it since replying (Sierra & Safari 11.0.2) & unlike Mavericks (or was it even Snow Leopard) the feature doesn't affect overall contrast, images etc so I've left it on.
