In Photos while importing photos the following message appears "ERROR: The file “IMG_1763.JPG” couldn’t be opened because you don’t have permission to view it."

I have macOS High Sierra (10.13.1) and have a large number of photos in an external drive.
I am trying to import those photos into a new library in Photos app Version 3.0 (3231.11.210), however the following message per imported image keeps appears:
"ERROR: The file “IMG_1763.JPG” couldn’t be opened because you don’t have permission to view it." (see screenshot)
While inspecting the log console event file I have the following error:
"ERROR: The file “IMG_1763.JPG” couldn’t be opened because you don’t have permission to view it. (, path: /Volumes/Photo Album/IMG_1763.JPG), file: /BuildRoot/Library/Caches/com.apple.xbs/Sources/PhotoApp/PhotoApp-3231.11.210/l ib/redrock/Import/ImportAsset.m, line: 1048"
I am the admin go my computer.
I have already tried change the "Sharing & Permissions" access to all enclosing items (in the finder info dialog).
In terminal I tried the command "chown -v -R <MY ADMIN USER> ."
All this with no success...
Can you help me?
