i can't sync my Outlook 2010 contacts to Apple iOS11

I have an e-mail account on my laptop, running Windows 10 and Outlook 2010. I have the same e-mail account set up on my Apple 6S phone running on iOS11. I am signed in with my Apple ID. I can't get the contacts on the laptop to sync with the contacts on the phone.

How much more info do you need to help me?
