I have a new iPad for my wife and I don’t want the settings on my iPhone 7plus to sync with it. Every time I make a change on one it also changes the other.

You and your wife should absolutely use separate Apple IDs. Take your wife's iPad, erase it as follows, and start its setup over from scratch.

Should you use iTunes to sync the iPhone and/or the iPad, be certain you use different logins on the computer housing the iTunes to perform these syncs.
